How to fill in and sign Cerfa 13703

  1. Check that a déclaration préalable is enough

In general, new floor area or footprint over 5 m² and up to 20 m² needs a déclaration préalable, and over 20 m² needs a permis de construire. In a commune with a PLU, up to 40 m² can need only a déclaration préalable, with conditions. Read the notice for your case.

  2. Fill in the form

Enter your identity and contact details, the land concerned and a description of the works, following the notice.

  3. Prepare the plans and documents

Attach the documents the form lists for a déclaration préalable, each numbered as in the list of documents (bordereau).

  4. Sign and file it

Sign the form and file 2 copies at the town hall (mairie) where the land is, by hand or by registered post with acknowledgment of receipt, or use the commune's online filing service.

  5. Wait for the decision and display it

The town hall normally has 1 month to reply. If it says nothing, the works are treated as not opposed. Put up a sign of more than 80 cm, readable from the street, for the whole time of the works.

What you need before you start

  • The cadastral references and address of the land.
  • Plans and documents for the works, as listed in the form.
  • The form and the notice 51434.

Processing time and validity

The notice gives 1 month for a déclaration préalable, which can be extended in some cases such as works near historic monuments. You are told within a month of filing if it is extended. The non-opposition lapses if works do not start within 3 years. It can be extended by one year, and once more, if you ask at least two months before it expires.

Common mistakes

  • Filing a déclaration préalable when the floor area needs a building permit.
  • Filing only one copy instead of 2.
  • Missing documents, or documents not numbered as in the list.
  • Forgetting to put up the sign once the works are approved.
