This Justis form is the application for a Dutch certificate of conduct (VOG) for people who are not registered in a Dutch municipality and have no Dutch address. You complete section 1, the organisation that needs the VOG completes section 2, and you email it to Justis. Open the official form from justis.nl in BunnyDoc's free Sign PDF tool straight from this page, type into its fillable fields, add your signature and date, and download it. The PDF is handled in your browser and never leaves your device.

How to fill in and sign VOG (non-residents)

  1. Your details (section 1.1)

Fill in your personal details, including your address abroad where the certificate will be posted. Type it or use block capitals.

  2. Your declaration (section 1.2)

Confirm the form is complete and truthful and add the date, place and your name and/or signature.

  3. Organisation and purpose (sections 2.1 to 2.3)

The organisation that needs the VOG gives its details, the purpose, such as a job, and any special circumstances.

  4. Screening profile and declaration (sections 2.4 and 2.5)

The organisation chooses either a specific (2.4 a) or a general (2.4 b) screening profile and signs 2.5. If no organisation can do this, complete 2.1 to 2.4 yourself and attach a letter, email or web page showing why you need the VOG.

  5. Pay the fee

Transfer €41.35 to Justis, quoting your full name. Justis only processes the application once the full fee has arrived.

  6. Email everything as one PDF

Send the 4-page form, a copy of your ID and proof of payment in one email, as one PDF of up to 10 MB, to vog.np.rni@justis.nl.

What you need before you start

  • A valid international passport, Dutch ID card, EEA ID card or passport, or Dutch alien's identity card.
  • Section 2 completed by the organisation, or proof of why you need the VOG.
  • Proof that you paid the €41.35 fee.
  • An authorisation form if someone applies for you, available on the Justis documents page.

Processing and refusals

Justis says it decides within 4 to 8 weeks of receiving your application, and the certificate is posted to the address you gave. If it intends to refuse, it first tells you why in writing and you may respond.

Common mistakes

  • Sending more than one application in a single email, or files over 10 MB.
  • Missing organisation name, purpose or screening profile, which puts the application on hold.
  • Ticking both a specific and a general screening profile.
  • Paying through a money transfer agency, which Justis does not accept.
