IND form 7504 is the application a recognised educational institution, as sponsor, uses to apply for a residence permit for an international student in higher education (purpose 392). How to fill in Form IND 7504
Institution and representative (sections 1 to 3)
Check that your institution may submit the application, then enter its details and those of any authorised representative.
Student and programme (sections 4 to 6)
Enter the student's personal details and the degree programme, and confirm the conditions are met.
Entry and collection (sections 7 to 9)
For a first admission, give the entry date, where the student will collect the mvv, and the IND desk for collecting the residence permit.
Sponsor signature (section 10)
The authorised person prints the form, ticks the two declarations and signs by hand in black or blue ink.
Evidence and biometrics (sections 11 and 12)
Enclose the documents listed and the student's signed Antecedents Certificate if they are 12 or older. The student gives fingerprints, photo and signature in person at an IND desk or Dutch embassy.
Post it to the IND (section 13)
Send the application to IND, Postbus 5, 9560 AA Ter Apel. If the student relies on an mvv exemption, submit it in person at an IND desk instead.

Fees
The IND charges a fee for each application and sends a letter with the amount and how to pay after it receives the form. Fees are not refunded if the application is refused. The current amounts are on the IND fees page.
For 2026 the IND lists €254 for a study residence permit. Direct debit is available to recognised sponsors but not to private persons.
